Honestly, you'd think governmental organizations, of all organizations, would have a budget allowing for a hand soap with a decent smell. Not one with a smell so bad you need to cover it with hand cream smell so you don't feel sick.

Then again, of course it's nice to know hand soap isn't where all the budget goes. Still.
